ITEM FOR DISCUSSION: Assessor Budget (Department 700) - Revisit approval of Senior Appraiser / Analyst position • The 2016 PCQC Budget Committee approved three Senior Appraiser/Analyst positions in the Assessor's office as New Positions (PCNff 103-Oradc 13) with a Requested Annual Salary of S46.420. • The 2016 Salary Range for Grade 13 is$46,420- 54.304. Assessor hired an existing county employee. County Civit Attorney, to fill one of Ihe new Positions referenced above (Senior Appraiser 'Analyst-Grade 13) at a salary of $97,798. $97,798 is more than double the Annual Salary ($46,420) approved by the 2016 Budget Committee. The scenario above is the result of the County's Personnel Policy, established in 1993 By Ordinance 93-OR-09, Article 1. § 13(d) that states: o An incumbent of an unclassified position that lias no assigned pay range who applies for and transfers into a classified position may do so at no loss of pay. The employee's salary within the classified pay scale will be placed at the grade/step closest to the employee's previous salary, provided tint! the new salary* shall not be a decrease.
