IT'S REALLY GROWN OVER THE YEARS.

WITH THESE SKILLS AND THINGS THAT ARE NEEDED IN THE CURRENT POSITIONS TO MATCH THIS NORMAL EVOLUTION AND TECHNOLOGY.

THE PROBLEM THAT WE'RE FOUNDING IS THE PEOPLE IN THESE POSITIONS OR THEY'RE COMING IN THAT ARE NEEDED, IT NO LONGER MATCHES THE CLASSIFICATIONS.

THEY'VE GROWN BEYOND THAT.

SO THAT CREATES TWO PROBLEMS, ONE IS YOU HAVE PEOPLE THAT ARE LEAVING BECAUSE THEY'RE GOING FOR JOBS THAT THEY'RE DOING THE SAME THING BUT IT PAYS MORE AND WHEN I SAY PAYING MORE, IT IS THE FAIR MARKET RATE FOR JUST THE CURRENT POSITIONS AND THINGS LIKE THAT.

BUT AS HUTCH WAS SAYING, IT ALSO MAKES IT NEARLY IMPOSSIBLE TO FILL THESE POSITIONS AND I'LL GIVE YOU AN EXAMPLE.

I'M TRYING TO FILL A TECHNICAL POSITION NOW.

THIS PERSON LEFT DOING THE SAME THING, PAID MORE.

THE FIRST GO-AROUND I HAD THREE APPLICANTS.

ONE WAS AN ASSISTANT MANAGER AT A FAST-FOOD CHAIN.

THE OTHER TWO WAS AT SERVICE INDUSTRY JOBS.

THE SECOND TIME AROUND I HAD SEVEN APPLICANTS.

THESE ARE PEOPLE KIND OF TOUCH TECHNOLOGY.

BUT ONE HAD BEEN OUT OF THE GAME FOR YEARS AND YEARS AND YEARS SO IT WASN'T EVEN RELEVANT ANYMORE.

THE OTHER PERSON WAS GOING TO SCHOOL FOR IT, SO NOW I'M ON THE THIRD GO-AROUND.

IT'S ASKING PEOPLE THAT TO FILL THESE POSITIONS WITH THESE SKILLS AND THINGS LIKE THAT BUT IT PAYS A LOT LESS THAN THE INDUSTRY.

BUT THE BIG CONCERN I HAVE AS HUTCH SAID, THIS IS JUST THE WAY THE WORLD WORKS NOWADAYS, IT'S CYBERSECURITY.

NOW, WITH THAT, WHEN WE HAVE EMPTY POSITIONS OR WE HAVE TO FILL THEM WITH PEOPLE WITH MAYBE THE MINIMAL SKILLS OR MAYBE RIGHT BELOW THAT WE HAD TO BRING THEM ALONG.

THE POSITIONS NOW, THE SKILLS AND THINGS THEY NEED, A BIG PART OF THAT IS THAT CYBERSECURITY.

THAT INCLUDES THE KNOWLEDGE TO BE ABLE TO USE THE TOOLS AND THE TECHNOLOGY TO PROTECT THE COUNTY AS WELL AS GOD FORBID IF IT HAPPENS IF WE ARE HIT THAT THEY CAN IDENTIFY, THEY CAN RECOVER AND THEY CAN GET US BACK WHERE WE NEED TO BE.

SO IF WE HAVE EMPTY POSITIONS OR WE HAVE PEOPLE THAT ARE GREEN AND THEN WE'RE HAVING TO BRING THEM ALONG, IT REALLY CREATES A DANGER THERE AND AGAIN THIS IS THE REASON, ONE OF THE MAIN REASONS THAT I'M HOPING THAT WE CAN MOVE THESE POSITIONS UP TO A CLASSIFICATION THAT MEETS WHAT THE MARKET IS PAYING.

ONE, WE CAN RETAIN THE PEOPLE, THIS BRAIN TRUST AS YOU WILL WITH THIS KNOWLEDGE.

WE'RE PROBABLY ONE OF THE SMALLER DEPARTMENTS IN THE COUNTY.

WE HAVE THREE FULL-TIME PEOPLE ON OUR STAFF AND I DO HAVE FOUR PART-TIME PERSONNEL.

THEY ARE FIREFIGHTERS, FULL-TIME THEY'RE OTHER JOBS.

I'VE BEEN AT THE COUNTY FOR RIGHT AT 21 YEARS, AND IN MY TIME HERE, WE'VE NOT ASKED FOR INCREASE OF OUR FULL-TIME STAFF AT ALL.

IT HAS BEEN OPENED 21-PLUS YEARS.

WE DO A TREMENDOUS AMOUNT WITH LIFE SAFETY THROUGHOUT THE COUNTY, WHETHER IT'S RESPONDING TO TORNADOES, MOTOR VEHICLE ACCIDENTS TO ASSIST FIRE DEPARTMENTS, SEARCHING FOR LOST CHILDREN WITH OUR DRONE, MAINTAINING TORNADO SIRENS, MAINTAINING THE AUTOMATIC EXTERNAL DEFIBRILLATORS IN THE COUNTY BUILDINGS, AND QUITE HONESTLY, OUR CALL VOLUME HAS GONE UP, OUR HOMELAND SECURITY GRANTS THAT WE GET WE'RE VERY BLESSED TO GET IN ORDER TO DO OUR JOB ON HAZMAT, WEAPONS OF MASS DESTRUCTION RESPONSE AND HEAVY RESCUE RESPONSE HAS BENEFITED US GREATLY, BUT WITH THAT COMES A NEED TO KEEP THE EQUIPMENT UPDATED, UPKEEP OF THE VEHICLES, WE HAVE CALIBRATION OF THE CHEMICAL DETECTORS, AND WE'RE JUST PRETTY MUCH GETTING TO A POINT WHERE WE ARE STRETCHED VERY THIN AND WE JUST NEED AN ADDITIONAL PERSON TO HELP WITH ALL THESE DUTIES.

ALSO, WE DO A LOT OF TRAINING.

OUR TRAINING HAS TO BE UPKEEP.

WE HAVE TO BE AT OUR BEST.

WE TRAIN THE FIREFIGHTERS.

WE ALSO HELP AND DO SOME TRAINING WITH THE SHERIFF'S DEPARTMENT, EVEN COUNTY EMPLOYEES WITH CPR, AED, THAT TYPE OF STUFF.

REALLY I'M JUST TO THE POINT WHERE I JUST NEED AN ADDITIONAL PERSON TO ASSIST US BECAUSE EMERGENCIES HAPPEN, EASTER SUNDAY, NIGHTTIME, WEEKENDS, IT DOESN'T MATTER, WE'RE CALLED OUT.

WE'RE ON CALL 24 HOURS A DAY, SEVEN DAYS A WEEK.

WHEN THE CALL GOES OUT, WE HAVE TO GO.

I DO HAVE THREE FULL-TIME PERSONNEL.

I CANNOT COUNT ON ALL OF MY PART-TIME PERSONNEL TO COME ON EVERY CALL BECAUSE THEY MAY BE ON DUTY AT THE FIRE STATION.

EVEN THOUGH I HAVE SEVEN PERSONNEL, COUNTING THE FOUR PART-TIMERS, I CAN'T ALWAYS EXPECT TO HAVE SEVEN PERSONNEL ON THE SCENE.

USUALLY, IT'S MORE LIKE THREE OR FOUR OR FIVE AT THE MOST.
