MY MOTION ALSO INCLUDES A DIRECTIVE THAT WE COMMISSION A STUDY TO BE CONDUCTED BY A CONSULTING FIRM THAT SPECIALIZES IN LAW ENFORCEMENT TO DETERMINE FROM A POSITION OF

AFTER MUCH CONSIDERATION, I BELIEVE THAT THIS APPROACH IS THE MOST PRUDENT AND JUDICIOUS WAY IN WHICH TO PROCEED CONCERTING THIS ISSUE. A LOT HAS CHANGED SINCE 2006, WHEN WE LAID OFF 26 PATROL DEPUTIES AT THAT POINT IN TIME DUE TO A 7 MILLION BUDGET SHORTFALL.

AT THAT POINT, OF THE 15 OF US, MS. MASSEY AND I WERE THE ONLY TWO THAT ARE STILL HERE.

BUT WE VERY MUCH REMEMBER THAT SITUATION.

IN THE LAST 20 YEARS, LITTLE ROCK, NORTH LITTLE ROCK, SHERWOOD, JACKSONVILLE AND MAUMELLE HAVE ANNEXED A CONSIDERABLE AMOUNT OF SQUARE MILEAGE THAT USED TO BE UNINCORPORATED AND PATROLLED BY THE SHERIFF'S OFFICE.

AS WELL IN THE PAST 20 YEARS, THE NUMBER OF PEOPLE LIVING IN THE UNINCORPORATED AREA OF PULASKI COUNTY HAS BEEN REDUCED BY APPROXIMATELY 50% DUE TO BOTH ANNEXATION, AS WELL AS PEOPLE MOVING AWAY FROM UNINCORPORATED PULASKI COUNTY.

I BELIEVE THAT COMMISSIONING OF THIS STUDY SHOULD BE A PRIORITY AND THAT WE SHOULD MOVE ON IT QUICKLY WITH THE GOAL OF HAVING THE ANALYSIS BACK IN TIME FOR OUR FALL BUDGET HEARINGS, IF ALL POSSIBLE.

I ALSO WANT TO EXPRESS THAT I BELIEVE THAT IT IS IMPORTANT THAT THE SHERIFF HAVE A SEAT AT THE TABLE IN THE SELECTION OF THE CONSULTING FIRM. IT IS ALSO VITALLY IMPORTANT THAT ALL PARTIES AGREE TO LIVE BY THE RESULTS OF THE STUDY AND TO WORK TOGETHER TO ADDRESS THE NEEDS THAT THE STUDY CONVEYS IN A PUNCTUAL AND A PROMPT MANNER.

IN CLOSING ON MY MOTION, WHEN WE SPEND MONEY, PARTICULARLY LARGE SUMS OF MONEY IN THIS NATURE, I BELIEVE IT'S INCUMBENT ON US AS A BODY TO HAVE ALL OF THE ANALYTIC AND DIAGNOSTIC INFORMATION IN FRONT OF US IN ORDER TO MAKE THE MOST LOGICAL AND DATA DRIVEN DECISIONS ON BEHALF OF THE TAXPAYERS THAT WE SERVE.

I BELIEVE THAT THIS APPROACH IS THE MOST PRUDENT AND JUDICIOUS WAY IN WHICH TO PROCEED WITH DETERMINING THE NEEDS OF OUR ENFORCEMENT DIVISION.

SO IF WE DO A STUDY ON THE ENFORCEMENT SIDE AND IT ACTUALLY TELLS US THAT WE NEED THE 26 DEPUTIES AND THE LIEUTENANT AND THINGS LIKE THAT THEN HOW DO WE, WHAT DO WE LOOK AT TO DETERMINE WHERE THE MONEY COMES FROM? WHAT TYPE OF STUDY WOULD WE? BECAUSE MY CONCERN IS EVERYBODY KNOWS MY CONCERN IS THE BOTTOM LINE.

SO WE GET A STUDY THAT SAYS THIS IS WHAT THE JAIL ACTUALLY NEEDS.

THEN WHAT WOULD BE OUR WHAT WOULD MOVE US FORWARD IN MAKING SURE THE MONEY IS AVAILABLE FOR THAT? YOU'RE GOING TO CALL ME, I'M SURE, AND GO, HEY, HOW MUCH MONEY [LAUGHTER] YEAH. AND IT COULD BE SOMETHING ALONG THE LINES THAT THEY CAME BACK AND SAID, HEY, YOU GUYS ARE ACTUALLY PROBABLY 30 DEPUTIES SHORT.

AND YOU GUYS MIGHT SAY, OKAY, WELL, WE SAID WE'D LIVE AND DIE BY THIS, SO MAYBE WE DO SEVEN THIS TIME AND TEN THE NEXT TIME AND GET TO THAT POINT, JUST LIKE HOW YOU CHASE THE SALARY ADJUSTMENT SCALES, YOU'RE AIMING FOR THAT GOAL.

SO IT'S BEEN A WHILE SINCE A FULL COMPREHENSIVE STUDY HAS BEEN DONE.

I THINK IT'S BEEN PROBABLY 31 YEARS, IT'S THE LAST ONE I'VE SEEN.

SO I THINK IT'S GOING TO GIVE YOU GUYS A CLEAR PICTURE OF WHAT THOSE NEEDS ARE BASED OFF THE POPULATION NEEDS, CRIME RATES, THINGS OF THAT NATURE.

SO I THINK IT CAN BE BENEFICIAL.

AND I THINK THAT IF IT SAYS THAT YOU NEED CERTAIN THINGS IN ENFORCEMENT BASED ON THAT STUDY, THEN I THINK YOU GUYS SHOULD ADHERE TO IT. OKAY.

SO MY NEXT QUESTION IS I'VE GOT A QUESTION ABOUT A POSITION WHO DO I ASK THAT? I'VE GOT A QUESTION ABOUT THE VICTIM ASSISTANCE COORDINATOR.

ANYBODY FROM THE JAIL CAN ANSWER THAT FOR ME? AND THE PLAN WOULD BE TO HAVE THAT POSITION ASSIGNED TO MY AREA.

HOW DID WE DETERMINE THAT WE NEEDED THIS AT THE JAIL? JUST CURIOUS. IT'S NOT FOR THE JAIL IT'S FOR THE ENFORCEMENT DIVISION.

FOR THE ENFORCEMENT SIDE, YEAH.

FOR THE INVESTIGATION SIDE.

CURRENTLY, WHEN CASES GET TO STATE COURT FELONY LEVEL, THERE'S ABOUT 90 DAYS BEFORE WE HAVE A CASE FILE.

IT'S GOT TO BE SUBMITTED.

DURING THAT TIME, THERE'S NO REAL SERVICES THAT ARE ABLE TO BE PROVIDED.

WE'RE REQUIRED TO GIVE THEM CERTAIN INFORMATION REGARDING THE VINE PROGRAM AND CERTAIN OTHER VICTIMS RIGHTS.

BUT WHAT THIS WOULD DO WOULD BE TO PROVIDE MORE INFORMATION AND GIVE THEM MORE SUPPORT THAN THEY ALREADY GET.

IT WOULD KIND OF MIRROR WHAT THEY DO LATER ON, WHICH IS GOING TO BE A MONTH AND A HALF DOWN THE ROAD IF THERE'S AN ACTUAL CHARGE AND IF IT'S A FELONY.

IF IT'S A MISDEMEANOR CHARGE, THEN IT WOULDN'T BE GOING TO CIRCUIT COURT.

THEN THEY'RE KIND OF OUT THERE ON THEIR OWN.

AND THAT'S WHENEVER WE DO ONE OF THE MANY, MANY THINGS THAT WE DO THAT'S NOT NECESSARILY IN LAW ENFORCEMENT IS TO GUIDE THEM AND DIRECT THEM IN THE PROCESSES FOR ORDERS OR PROTECTIONS AND STUFF LIKE THAT.

THIS PERSON WOULD BE HELPING THEM IN THE PRELIMINARY INVESTIGATION STAGE OF A CRIME.

THAT'S WHEN WE'RE LOOKING INTO IT.

THERE'S SOME CASES THAT ARE NEVER REFERRED FOR PROSECUTION THAT WE CAN'T PROVE.

SO THEN THEY NEVER MAKE IT TO CIRCUIT COURT, BUT WE CAN STILL PROVIDE SOME SERVICES FOR THEM.

WE WOULD HAVE THEM RESPONDING IN CERTAIN SITUATIONS IN AFTER HOURS FOR MAJOR CRIMES LIKE HOMICIDES.

WE HAD ONE JUST THE OTHER DAY WHICH IT WOULD HAVE BEEN HELPFUL TO HAVE SOMEBODY HERE FOR SOMETHING SIMILAR TO THAT.

WE DID HAVE A CHAPLAIN THAT WAS PRESENT THAT HE PROVIDED SOME OF HIS SERVICES AND ALSO GAVE THEM A LITTLE BIT OF DIRECTION.

BUT THIS POSITION WOULD BE ABLE TO SPECIALIZE IN THAT AND KEEP TRACK OF THESE FOLKS AND MAKE SURE THAT THEY'RE HELPED OUT THROUGHOUT THE PROCESS.

WE DO THE BEST WE CAN WITH INFORMING THEM OF WHAT THEY NEED TO DO AND WHAT'S GOING TO HAPPEN.

BUT HAVING SOMEONE DEDICATED TO THAT WOULD DEFINITELY BE BENEFICIAL TO ALL THE VICTIMS THAT WE DEAL WITH.

THEY'D BE DEALING WITH COMMUNITY SERVICE PROVIDERS TO HELP WITH EMERGENCY SHELTER, FOLLOW UP WITH THE VICTIMS. THERE ARE CERTAIN THINGS THAT ARE SET UP BY STATUTE THAT YOU HAVE TO DO FROM AN ACTIVE BACK IN 1997.

AND I MEAN, IT EVEN GOES DOWN TO MAKING SURE THAT WE GET PROPERTY RETURNED TO THEM IN CERTAIN CIRCUMSTANCES.

SO IT GOES INTO A LOT OF DETAIL ON THAT.

AND THEY WOULD ALSO BE HELPING MAKE SURE THAT WE STAY IN COMPLIANCE WITH THOSE LAWS AND WHAT WE NEED TO DO.

THAT'S KIND OF THE PLAN IS TO HAVE THEM THERE AND HAVE THEM AVAILABLE TO ASSIST WITH ALL THOSE THINGS AND THEN DOMESTIC VIOLENCE.

WE'VE BEEN ON OUR OWN HAVING OUR PATROL PERSONNEL FOLLOW UP ON VICTIMS OF DOMESTIC VIOLENCE.

AND SOMETIMES THERE'S NO CHARGES.

THEY CAN'T ARREST ANYBODY. BUT WE TRY TO MAKE SURE THAT THEY KNOW THAT WE'RE STILL HERE FOR THEM.

VICTIM ASSISTANCE POSITION COULD ALSO DO THAT.

WE HAVE A LIST OF DOMESTIC VIOLENCE REPORTS THAT COME IN DAILY.

THEY CAN FOLLOW UP AND CONTACT THEM.

IT'S NOT ALWAYS THE BEST TO HAVE A LAW ENFORCEMENT OFFICER REACHING BACK TO THEM IN THOSE SITUATIONS.

SOMETIMES IT'S BETTER TO HAVE SOMEONE WITH A SOFTER APPROACH THAT WORKS IN THAT AREA.

SO WILL THIS BE A DEPUTY OR WILL IT BE A CIVILIAN? WHAT TYPE OF INDIVIDUALS? CIVILIAN POSITION IT WOULD NOT BE LAW ENFORCEMENT? THEY WOULDN'T BE LAW ENFORCEMENT, BUT THEY WILL BE ASSISTING IN THE INVESTIGATION.

THEY WOULD BE ASSISTING WITH THE VICTIMS. OKAY. AND KIND OF LIKE HELPING INTERACT BETWEEN THEM AND US AND THE COURTS.

THEY CAN EVEN THE COURTHOUSE THAT THEY WOULD ANY CRIMES THAT WE CHARGE GO RIGHT UP THE TOP OF THE HILL AT PCDC AND THEY WOULD BE ABLE TO GO TO COURT WITH THEM IN CERTAIN CIRCUMSTANCES AND BE THERE IN THE MORNING IN CASES, MAKING SURE THAT THEY'RE AWARE THAT THEY CAN GO TO THESE HEARINGS WHERE THE SUSPECTS ARE GOING TO APPEAR IF THEY CHOOSE TO, MAKING SURE THAT THEY KNOW HOW TO REGISTER FOR THE VINE PROGRAM, WHICH AUTOMATICALLY LETS THEM KNOW WHAT'S GOING ON WITH THE SUSPECT OR THE PERSON CHARGED IF IT GOES INTO A CONVICTION.

AND THIS IS THE LAST QUESTION AND MAYBE YOU CAN ANSWER THIS.

SO WHAT WE HAD BEFORE IS PROPOSALS FOR COUNTY LONGEVITY, MERIT BONUSES, COUNTY EDUCATIONAL BONUSES AND RECRUITMENT BONUSES THAT ARE SPECIFIC TO THE SHERIFF'S OFFICE ENFORCEMENT AND DETENTION AND JUVENILE DETENTION.

WHAT I WOULD LIKE TO DO IS MAKE A MOTION THAT WE SEND THE RECRUITMENT BONUSES FOR THE SHERIFF'S ENFORCEMENT DETENTION AND JUVENILE DETENTION ONLY TO THE FULL QUORUM COURT WITH A DO PASS RECOMMENDATION, AND THAT WE DEFER THE LONGEVITY MERIT BONUSES FOR COUNTY WIDE AS WELL AS EDUCATIONAL BONUSES COUNTY WIDE UNTIL SUCH TIME AS WE HAVE ADDITIONAL INFORMATION ON THOSE, HOPEFULLY BY OUR FALL BUDGET HEARINGS.

SECOND. IT'S BEEN MOVED AND PROPERLY SECOND THAT WE WILL CONSIDER ONE OF THESE PROPOSALS THAT THAT BEING THE RECRUITMENT BONUSES FOR THE SHERIFF'S DETENTION AND JUVENILE DETENTION ONLY. SO WHAT THE PROPOSAL IN FRONT OF YOU THAT YOU WOULD BE VOTING ON IS WOULD PROVIDE A $5,000 BONUS FOR SWORN EMPLOYEES IN THE SHERIFF'S ENFORCEMENT DETENTION AND JUVENILE DETENTION UP TO BUT NOT TO EXCEED 5,000 DOLLARS.

THAT'S GOING TO COME OUT OF THE RESERVE FUND THAT YOU RECENTLY WHEN YOU DID THE CARRYOVER YOU PUT ABOUT 7.6 AND CHANGE INTO THE EMERGENCY RESERVE FUND.

YOU'D BE CLAWING BACK SOME OF THAT OUT OF THAT RESERVE FUND, AND IT WOULD BREAK DOWN TO ABOUT 125,000 IN SHERIFF ENFORCEMENT.

THAT'S AND 400,000 IN DETENTION AND 30,000 IN JUVENILE DETENTION.

THAT'S A TOTAL OF 555,000 IN BONUSES.

ABOUT 143 IN FRINGES GIVES YOU A GRAND TOTAL OF $600,098.
