WE UNDERSTAND THE CHALLENGES OF A PROJECT LIKE THIS. WE UNDERSTAND COUNTY PLANNING VERY WELL. JUST WANT TO ASSURE YOU THAT YOU'RE IN GOOD HANDS WITH THAT RESPECT. THIS TALK RIGHT NOW, REALLY TO GIVE YOU AN IDEA OVERALL, WHAT WE'RE WANTING TO ACHIEVE WITH THE PLAN IS TO HAVE A LAND USE AND TRANSPORTATION PLAN THAT REFLECTS A VISION IN FUTURE GOALS FOR DEVELOPMENT IN PULASKI COUNTY. THAT'S NOT SOMETHING THAT I GUESS HAS NOT BEEN DONE IN A VERY LONG TIME, PROBABLY SINCE THE 1950S. IT'S IMPORTANT PROJECT IN THAT RESPECT AND REALLY WITH THIS JUST TRYING TO GIVE YOU A GOOD UNDERSTANDING OF THE PROCESS FOR THE PROJECT AND WHAT WE'LL BE GOING THROUGH. YOU'RE PROBABLY WONDERING WHAT ARE SOME OF WHY WE'RE PURSUING THIS PROJECT. WITH A LAND USE PLANNING AND TRANSPORTATION STUDY OF THIS TYPE, IT'S REALLY IMPORTANT FOR US TO HAVE RATIONAL DECISION-MAKING. IT'S GOING TO PROVIDE US A BASIS FOR WHENEVER YOU ALL MAKE DECISIONS, WHEN THE PLANNING BOARD MAKES DECISIONS. OR COUNTY ATTORNEY, I THINK [LAUGHTER] HE APPRECIATES THAT HAVING A GOOD REASON FOR WHY YOU MAKE THE DECISIONS THAT YOU MAKE. UNDERTAKING A PLANNING STUDY THIS TYPE. LETS YOU CONSIDER ALL OF THE COMPLEX FACETS OF WHAT'S INFLUENCING DEVELOPMENT IN THE COUNTY AND IT REALLY HONES ALL THOSE TOGETHER. WE'LL GET A CONSENSUS OF WHAT THE PRESSING ISSUES ARE IN TERMS OF DEVELOPMENT FOR LAND USE, INFRASTRUCTURE AND TRANSPORTATION. WE'VE ALREADY MET WITH THE ADVISORY COMMITTEE IN THE PLANNING BOARD IN THE LAST TWO DAYS AND JUST TALKING TO ALL OF THOSE TECHNICAL RESOURCES OF THE VARIOUS CITIES AND AGENCIES IN GROUPS. THERE'S A LOT GOING ON AND A LOT OF STUDIES THAT HAVE GONE ON IN THE COUNTY THAT WILL IMPACT THIS AND THERE'S A LOT OF COORDINATION AND IT'S REALLY EXCITING BECAUSE I THINK IT'S AN EXCITING TIME IN TERMS OF THE COUNTY WITH THAT. IT GIVES US AN AVENUE TO PLAN, TO PROACTIVELY ADDRESS TRANSPORTATION ISSUES, FUTURE DEVELOPMENT TRANSPORTATION NEEDS. I THINK MR. BROWN LEE WOULD EXPRESS TO YOU THAT US HAVING A GOOD IDEA OF WHERE DEVELOPMENT WILL GO, WHAT THE TYPES OF DEVELOPMENT NEEDS WILL BE, WILL MAKE HIS JOB EASIER IN TERMS OF LOOKING AT WHAT ARE THE TRANSPORTATION NEEDS, WHERE ARE WE GOING TO NEED TO ADDRESS OUR TRANSPORTATION RESOURCES. EVEN BEYOND THE ISSUES OF LAND USE, IT WILL BE IMPORTANT THERE. THEN INPUT, INPUT FROM THE PUBLIC PROVIDE A CRITICAL FORUM FOR FOLKS TO TELL US WHAT THEY WANT TO SEE IN TERMS OF FUTURE DEVELOPMENT AND REALLY AN OPPORTUNITY FOR US TO FOSTER TRUST WITH THE PUBLIC IN A WAY OF HAVING GOOD DIALOGUE AND WORKING TOWARDS CONSENSUS. THEN ALSO CLEAR COMMUNICATION ON THE TYPES OF DEVELOPMENT THAT ARE NEEDED IN THE COUNTY. OUR ROLES AND EXPECTATIONS. THERE'S A LOT OF COORDINATION WITH THIS PARTICULAR PROJECT AND A LOT OF INPUT THAT WE'RE SEEKING. FIRST OF ALL, WE'VE GOT AN ADVISORY COMMITTEE. IT'S A VERY, LARGE GROUP. I THINK OVER 30 INDIVIDUALS OF REPRESENTING VARIOUS AGENCIES AND REALLY ARE THERE TO PROVIDE A TECHNICAL RESOURCE, WILL BE CHECKING IN WITH THEM AT CRITICAL MILESTONES FOR THEM TO PROVIDE US DIRECTION FEEDBACK. YESTERDAY, WE REALLY WANTED THE INITIAL THINGS THAT WE WERE LOOKING AT IS TRYING TO UNDERSTAND WHAT THEY SEE AS BEING THE MOST IMPORTANT ISSUES TO START A DIALOGUE. WE'LL HAVE A COORDINATION COMMITTEE WITH KEY STAFF AND A CONSULTANT TEAM THAT WILL MEET ON A VERY REGULAR BASIS TO TALK THROUGH ISSUES OF WHAT WE SEE ARISING IN THE PLAN AND GIVE US HELP, GIVE US SOME DIRECTION. WE'LL BE COMMUNICATING WITH THE PLANNING BOARD AND THE QUORUM COURT WILL KEEP YOU UPDATED THROUGHOUT ON PROGRESS ON THE PROJECT. THAT'S GOING TO BE A MAJOR, COMPONENT OF THIS PLAN. WE WANT THIS TO REPRESENT THE VIEWPOINTS AND INPUT FROM THE PUBLIC AND WE WANT THOSE THINGS TO BE INCLUDED. THAT'S AN IMPORTANT PART OF THE PROCESS. THIS IS OUR COORDINATION COMMITTEE. WE'VE GOT FOLKS FROM OUR THE PLANNING BOARD WITH MR. HAYES, OUR STAFF THERE, OUR COUNTY ATTORNEY COMMUNICATIONS. WE'VE GOT A COORDINATION MEMBER FOR METRO PLAN AND IN BERNADETTE RHODES, SHE'S A REALLY GREAT ASSET AND THEN VARIOUS FOLKS FROM GARVER SIDE AS WELL. THIS IS OUR ADVISORY COMMITTEE. AGAIN, I CAN'T STRESS ENOUGH [LAUGHTER] THE VALUE THEY'RE GOING TO HAVE IN CONVEYING TO US ALL OF THE VARIOUS REPORTS, AND PLANS, AND STUDIES AND INFORMATION THAT IS CRITICAL TO INPUT ON THIS. GOING THROUGH OUR PROJECT SCHEDULE. FOR THIS, WE'VE ALREADY KICKED OFF. THIS IS OUR FORMAL KICK OFF WITH YOU ALL. THIS PROJECT WILL EXTEND THROUGH 2023 AND THEN INTO THE SPRING OF '24 WITH A FINAL WRAP-UP. STARTING OFF, WE'RE IN THE KICK OFF AN EXISTING CONDITIONS ANALYSIS PHASE OF THE PROJECT AND ALSO FORMULATING COMMUNITY ENGAGEMENT. REALLY IN THIS EARLY PORTION, WE'RE LOOKING AT DETERMINING THINGS LIKE EXISTING LAND USE THROUGHOUT THEIR EXISTING CONDITIONS AND TRANSPORTATION, GATHERING VARIOUS REPORTS, UNDERSTANDING INFRASTRUCTURE, CONSTRAINTS THAT EXIST THROUGHOUT THE COUNTY AND THOSE AREAS WHERE DOES INFRASTRUCTURE EXISTS? WHERE DOES THE INFRASTRUCTURE NOT EXIST? THEN WE'LL BE MOVING HEAVILY INTO THE COMMUNITY ENGAGEMENT, GOING THROUGH ENGAGEMENT IN A VARIETY OF WAYS, VIRTUAL, IN-PERSON MEETINGS, VISIONING, ALL OF THAT. HAVE A COMMUNICATIONS PLAN AS PART OF THIS. WITH THOSE THE PUBLIC VISIONING MEETINGS, THEN WE'LL DEVELOP AND REFINE A VISIONING GOALS. THAT'LL BE A CRITICAL POINT FOR US BECAUSE AT THAT POINT WE'LL SAY THIS IS OUR OVERALL VISION AND CHECK IN AND SEE IS PROBABLY HEADING IN THE RIGHT DIRECTION. FROM THERE WE'LL DEVELOP THE PLAN AND THEN DO OUR FINALIZATION OF PUBLIC INPUT AND PRESENTATION PHASE THROUGH THE PROJECT. HERE ARE THE MAIN COMPONENTS OF THE PLAN, WILL BE LOOKING AT AN OVERALL LAND USE PLAN. HOW WE INTEND LAND TO BE USED OVER A 20-YEAR PERIOD. THAT'LL BE COORDINATED WITH TRANSPORTATION. LOOKING AT IF WE'VE GOT PLANS FOR CERTAIN TYPES OF DEVELOPMENT AREAS, WE'VE GOT TO MAKE SURE THAT WE HAVE THE TRANSPORTATION INFRASTRUCTURE TO SUPPORT THAT. WE'LL BE DOING A HIGH-LEVEL ANALYSIS OF PARK AND RECREATIONAL NEEDS. THEY'RE, I WOULD SAY, A QUILT WORK OF CORPS OF ENGINEERS, STATE PARKS, COUNTY LAND, VARIOUS TYPES OF RECREATIONAL LAND AND HOW THAT ALL WORKS TOGETHER TO MAKE A SEAMLESS, COHESIVE OPEN SPACE AND RECREATION OPPORTUNITIES THROUGHOUT THE COUNTY. THEN WE'LL HAVE AN IMPLEMENTATION PLAN, PRESCRIBING SOME STEPS FOR IMPLEMENTATION. LAND USE PLAN. HERE'S SOME EXAMPLES OF A MAP AND LAND USE CATEGORIES THAT WE WOULD INCLUDE, MASTER STREET PLAN INDICATING LOCATIONS FOR FUTURE STREETS. TYPICAL CROSS SECTIONS, INCLUDING ACTIVE TRANSPORTATION AS WELL. IT'S JUST A BOOKLET OF ALL THE AGRICULTURE DEMONSTRATIONS THAT I HAD THROUGHOUT THE COUNTY THIS YEAR. JUST AS A LITTLE BIT OF AN EXAMPLE OF WHAT SOME OF THE THINGS THAT MY OFFICE DOES AND SO I JUST WANTED TO GIVE THAT TO YOU AND RE-ESTABLISH A LITTLE BIT OF A RELATIONSHIP BETWEEN THE QUORUM COURT AND THE EXTENSION OFFICE. >> MR. OUR MISSION IS TO ENSURE THAT OUR VOTES COUNT AND OVER THE LAST SIX MONTHS, I'VE DONE A DEEP DIVE INTO A LOT OF INFORMATION THAT I THINK THAT YOU WOULD BE INTERESTED IN UNDER ARKANSAS LAW 7-5S301. THE LEGISLATURE HAS GIVEN THE CORN COURTS THE POWER TO DETERMINE IF THEY WANT TO BE A MACHINE VOTING COUNTING OR A PAPER BALLOT COUNTING. WE HAVE A INITIATIVE THAT'S GONE TO SEVERAL COUNTIES ALREADY. WE'VE GOT ONE PASS AND CLEVELAND COUNTY, THEY'LL PROBABLY BE FIVE OTHER COUNTIES THAT WILL FOLLOW SUIT. I HOPE THAT YOURS WILL BE ONE IN THE FUTURE.
